Analytical framework

An analytical framework is an important tool to be able to evaluate several projects the same way. It provides a list of criteria of how to analyse the INTERREG III projects on the impact of differences in planning cultures. It provides a method to describe the discrepancy in terms of planning traditions between different regions and its impact on the planning process. Literature study, project evaluations, interviews and a workshop with external experts will result in a concept analytical framework. Therefore a semi structured questionnaire will be developed to investigate cultural planning problems in the practice of INTERREG III project management. By means of a pre-test with some cases the analytical framework will be improved.
